Alain Joyandet Secretary of State for Cooperation wants to put into practice the plan as proposed and to help people in Africa with funds raised from the lottery.
The plan is not very complicated and very modest on the contrary, its purpose being to collect about 10 million per year for projects such as improving access for girls to school in Africa.
Much is known because of Africa’s population suffers from shortfalls in billions of U.S. dollars following a recession and the last period of their shortcomings have increased because they no longer receive aid from rich countries that donate.
There are even people who reject plan to raise money from the lottery for poor countries as many question whether gambling is the best way to help the poor.
